YOUR OBJECTIVE COMES FIRST
Define the scope in its operating context.
Translate a public objective into an accountable capability plan.
SelectFlorida highlights information technology, financial services, life sciences and logistics among the state’s major industries. This is economic context, not evidence of an agency requirement or a public-sector engagement. For a proposed initiative involving customer intake and operational handoffs, first identify the authorized process owner and the decision the initiative is meant to support. A private-sector operating example can inform questions, but it does not establish procurement eligibility, agency demand or suitability for a government deployment.
SelectFlorida: Major Industries ↗01A public problem stated clearly
Define the intended users, administrative process and outcome the initiative is trying to improve. Identify the evidence behind the problem and the responsibilities that must remain with the agency. A product feature list should not substitute for an agreed public purpose. For a discussion about customer intake and operational handoffs, an approved discovery brief should identify request details, location references and a named next-action owner. Confirm which information may be used and where central and site teams agree which decisions can be delegated and which need review. These are questions to assess with the initiative owner, not an assertion that this workflow exists at a particular agency.
02A bounded capability question
An authorized initiative may use a carefully scoped administrative example to examine a delivery question. For discussion only: Bring email, web forms and attachments into a structured intake process. Extract proposed fields, check required information and flag ambiguous requests for review. Keep the original message available so the person assigning the work can inspect the source. Identify what the agency retains, what a private organization would contribute and what evidence a pilot would need to produce. The example does not establish that an agency has commissioned this work.
03Responsibilities before a wider commitment
A related handoff can test a different part of the proposed operating model: Turn recurring forms or attachments into reviewable records. Define required fields, accepted formats and duplicate checks before connecting the receiving system. Records with incomplete or conflicting information should have a visible exception path rather than disappear into a failed run. Name the public sponsor, procurement contact and relevant security, records and accessibility reviewers. They determine applicable approvals and participation requirements; a demonstration does not authorize a contract or deployment.
04An operating model beyond the demonstration
Define support ownership, change approval, knowledge transfer and the information needed for a follow-on decision. Review the evidence with authorized stakeholders. Any procurement, funding or binding partnership decision follows the organization’s own approved process rather than being implied by pilot participation.
