YOUR OBJECTIVE COMES FIRST
Define the scope in its operating context.
Translate a public objective into an accountable capability plan.
Georgia’s economic development department highlights fintech, cybersecurity and health IT within its technology sector. This is economic context, not evidence of an agency requirement or a public-sector engagement. For a proposed initiative involving order and opportunity handoffs, first identify the authorized process owner and the decision the initiative is meant to support. A private-sector operating example can inform questions, but it does not establish procurement eligibility, agency demand or suitability for a government deployment.
Georgia: Technology ↗Georgia: Logistics ↗01A public problem stated clearly
Define the intended users, administrative process and outcome the initiative is trying to improve. Identify the evidence behind the problem and the responsibilities that must remain with the agency. A product feature list should not substitute for an agreed public purpose. For a discussion about order and opportunity handoffs, an approved discovery brief should identify customer references, product mappings and the next approved operating step. Confirm which information may be used and where sales, operations and system owners distinguish a qualified request from an accepted commitment. These are questions to assess with the initiative owner, not an assertion that this workflow exists at a particular agency.
02A bounded capability question
An authorized initiative may use a carefully scoped administrative example to examine a delivery question. For discussion only: Extract proposed order fields from documents and validate them against customer, product and pricing records. Flag missing references, incompatible units and discrepancies for review. Keep the original order and validation history linked so staff can resolve questions without starting again. Identify what the agency retains, what a private organization would contribute and what evidence a pilot would need to produce. The example does not establish that an agency has commissioned this work.
03Responsibilities before a wider commitment
A related handoff can test a different part of the proposed operating model: Bring a reported issue, its owner and the next action into one visible workflow. Connect supported system updates, preserve timestamps and check for duplicates. Distinguish an acknowledged issue from one waiting on a carrier, customer or internal decision. Name the public sponsor, procurement contact and relevant security, records and accessibility reviewers. They determine applicable approvals and participation requirements; a demonstration does not authorize a contract or deployment.
04An operating model beyond the demonstration
Define support ownership, change approval, knowledge transfer and the information needed for a follow-on decision. Review the evidence with authorized stakeholders. Any procurement, funding or binding partnership decision follows the organization’s own approved process rather than being implied by pilot participation.
