YOUR OBJECTIVE COMES FIRST
Define the scope in its operating context.
Translate a public objective into an accountable capability plan.
Nevada GOED includes IT, logistics, hospitality and advanced manufacturing among its target industries. This is economic context, not evidence of an agency requirement or a public-sector engagement. For a proposed initiative involving site maintenance intake, first identify the authorized process owner and the decision the initiative is meant to support. A private-sector operating example can inform questions, but it does not establish procurement eligibility, agency demand or suitability for a government deployment.
Nevada GOED: Target Industries ↗01A public problem stated clearly
Define the intended users, administrative process and outcome the initiative is trying to improve. Identify the evidence behind the problem and the responsibilities that must remain with the agency. A product feature list should not substitute for an agreed public purpose. For a discussion about site maintenance intake, an approved discovery brief should identify location references, asset details and existing maintenance threads. Confirm which information may be used and where staff distinguish an administrative request from an urgent operational decision. These are questions to assess with the initiative owner, not an assertion that this workflow exists at a particular agency.
02A bounded capability question
An authorized initiative may use a carefully scoped administrative example to examine a delivery question. For discussion only: Extract proposed property, unit, asset and issue details from approved messages, then check them against your existing records. Show missing locations and duplicate threads in a review queue. Staff retain responsibility for urgent escalation and deciding whether the draft becomes a work order. Identify what the agency retains, what a private organization would contribute and what evidence a pilot would need to produce. The example does not establish that an agency has commissioned this work.
03Responsibilities before a wider commitment
A related handoff can test a different part of the proposed operating model: Group shipment messages by the correct order or shipment reference before creating a task. Distinguish an expected appointment change from a missing delivery confirmation. Keep event timestamps and receipt times so an older message cannot silently replace a newer operational update. Name the public sponsor, procurement contact and relevant security, records and accessibility reviewers. They determine applicable approvals and participation requirements; a demonstration does not authorize a contract or deployment.
04An operating model beyond the demonstration
Define support ownership, change approval, knowledge transfer and the information needed for a follow-on decision. Review the evidence with authorized stakeholders. Any procurement, funding or binding partnership decision follows the organization’s own approved process rather than being implied by pilot participation.
